In loving memory of our Mom, Aunt, Grandma, Sister.

​Navy Captain (Ret) Billie-Ann Evans, 77, of Cabot, passed away June 9, 2026, in her home. May God rest her soul.

​Billie-Ann was born in Dallas, Texas to William H. (Bill) Evans and Elizabeth Carpenter (Bettie) Evans on February 8, 1949, the first of three children. Her formative years were spent overseas in Hawaii and Japan having graduated High School from the American School in Japan in 1967. She subsequently attended The University of Texas at Austin, completing her Baccalaureate in 1972. Captain Evans entered the United States Navy through Officer Candidate School in 1975. She completed a master's degree in financial management from the Navy Postgraduate School in Monterrey, California. Captain Evans retired from the United States Navy after 30 years of distinguished service.

​She moved to Cabot in 2021 following 15 years in Fairfax, Virginia. For much of her life Billie-Ann was an avid traveler and RV enthusiast having circumnavigated the globe and toured all seven continents. She was a wonderful cat mom and had a love for all animals, with a love for round dancing she danced across the country. Billie-Ann touched so many lives with her overwhelming generosity.

​Billie-Ann is preceded in death by her parents, Bill and Bettie Evans; ex-husband, Thomas Rosakranse and her son, Tommy Rosakranse. She is survived by her daughter, Susan Steever. She is also survived by her brothers, CPO Robert (Bob) Evans (Ret), and Richard (Ric) Evans, retired Doctor of Physical Therapy; daughter-in-law, Dawn Rosakranse; grandchildren, Cody Steever (Danielle), Kristen O'Neill (Trevor) and Christopher Rosakranse (Hannah); nephews, Josh Evans (Daphne), Sam Evans, Daniel Evans, Ian Evans, Nate Evans and niece Mikaela Evans; three great-grandchildren, extended family and friends also survive Billie-Ann.

​She eternally trusted in Jesus Christ as her Lord and Savior. Her presence in our earthly lives will be deeply missed.

​Billie-Ann Evans requested her cremated remains be scattered upon the Caribbean Sea, her wishes were no services and military honors not necessary. Arrangements by Moore's Cabot Funeral Home, 501-843-5816.
